Skyroot Bookshelf is a decorative block.
Skyroot Bookshelf does not require an axe to be mined, but using one will speed up the process. When mined, it will not drop itself unless a Silk Touch enchanted axe is used, otherwise it will drop books.

Skyroot Bookshelves have the same uses as vanilla bookshelves.
Skyroot Bookshelf serves as a fuel for Holystone Furnaces, capable of smelting 1.5 items per block of wood.

When Skyroot Bookshelves are placed near an Enchanting Table, glyph particles will fly out towards the Enchanting Table. This will grant access to higher-level enchantments.
In order to get the highest level of enchantment (30), a player will need 15 Skyroot Bookshelves placed in a 5x5 square around an Enchanting Table, with the Enchanting Table centered or a block above center. No other blocks can be inbetween the Enchanting Table and Skyroot Bookshelves in order for the perk to work.
